FMCSA Drug & Alcohol Testing Information

Oxygen Medical Diagnostic Lab provides Third-Party Administrator (TPA) and Consortium services for owner-operators, CDL drivers, motor carriers, and DOT-regulated employers.

If your commercial motor vehicle operation falls under FMCSA authority, your program must follow FMCSA drug and alcohol testing rules under 49 CFR Part 382 and DOT testing procedures under 49 CFR Part 40.

C/TPA Support for Owner-Operators and Fleets

A C/TPA helps with the day-to-day administration of DOT testing, including consortium enrollment, random pool participation, selection notices, testing coordination, Clearinghouse support, and compliance records.

FMCSA Clearinghouse Responsibilities

The FMCSA Drug & Alcohol Clearinghouse is the federal database used to track DOT drug and alcohol program violations for CDL drivers. Employers must complete required pre-employment queries, annual queries for current drivers, and maintain proof of those actions with their compliance records.
